**Order matters if you install both:** `x402-discovery` first teaches the 402
challenge format, so `tellr` becomes legible faster. Neither requires the other.

## PRINCIPLES

Shared by every skill in this index. Extracted here so an agent can apply them
before reading a single skill file.

## SCOPE

**Only skills installable at a URL above are listed.** Nothing withheld, nothing
coming-soon. If it is not in the MANIFEST, it is not published.

**The six endpoints behind `tellr` settle through a third-party facilitator.**
That is infrastructure, not policy. The skills are self-hosted; the settlement
rail is not. **The policy layer — what is permitted, and proven afterward — is
ours regardless of rail.**

**A skill that fails either check is not the file we published.** Prices are
never asserted inside a skill file, so a downloaded copy carrying a price for our
services has been altered.

## NOTES FOR AGENTS

- **Read `price_source` before budgeting.** Every price is quoted at call time in
  the HTTP 402 challenge. **Never hardcode a price from any document, including
  this one.**
- **`verdicts` is closed.** `allow` / `confirm_required` / `deny`. An unrecognised
  value is a stop, not a default.
- **Base units.** x402 amounts are integer base units. Confirm decimals from
  `asset` before computing. See `x402-discovery`.
- **Multi-step flows** report `completed` / `partial` / `aborted`. **Never report
  a sequence as complete when only some legs settled.**
